Although the raid offers 5 unique and "fun" encounters, there are only 5 bosses in this dungeon, and you get to challenge them on 4 different difficulty levels each week. As a result, the replay value of this instance dies pretty quickly. Functionally, this dungeon should serve to hold our interests in the gap between Ulduar and Icecrown's eventual release date, and in that sense I feel this instance falls short, primarily due to a lack of content.
I'd say this instance is below-average overall, but it's definitely fun the first couple of times through it.
Lacks the epicness of Ulduar, but there are some cool fights here: Faction champs, Twins, and of course, Arthas breaking the floor, sending you back to Anub.
For what it is, it's still pretty amazing. While I prefer 'traditional' dungeons (Sunken Temple, Kara, Ulduar) I wouldn't be sad if more instances popped up along the way like this.
I quite enjoy ToC. Yeah, there's only five bosses. All the encounters are at least interesting, though, and there are some real challenges in heroic mode. I like massive, epic raids as much as the next endgamer, but there's absolutely nothing wrong with having a quick bit of fun every now and again.
